ALMA TOUR: Holding Varna Acquires Two Hotels
--------------------------------------------
Novinite.com reports that the controversial Holding Varna, which
is connected with Varna-based security group TIM, has acquired
two hotels formerly owned by Alma Tour, a Bulgarian tour operator
that went bankrupt in 2011.
Holding Varna, which is part of Chimimport, a major Bulgarian
business operator, has thus became the owner of Hotel Atlas in
the Bulgarian Black Sea resort Golden Sands and Hotel Astera
Bansko, formerly known as Templar, in the ski resort of Bansko,
Dnevnik reported citing an announcement of the Bulgarian Stock
Exchange, Novinite.com discloses.
According to Novinite.com, Holding Varna has made the
acquisitions through its subsidiaries MC Food Varna and Canisto
Matti, which paid off Alma Tours debts to UniCredit Bulbank,
Central Cooperative Bank, and the Bulgaria Air airline, the last
two also known to be connected with TIM.
Alma Tour was declared bankrupt in 2011 at the request of
UniCredit Bulbank and Central Cooperative Bank because of failure
to pay back its debts, amidst a diplomatic crisis as Bulgaria Air
refused to carry out Alma Tour's charter flights and hundreds of
Russian and Finnish tourists got stranded at Bulgaria's Black Sea
airports, Novinite.com recounts.
LAKRIMA: Put Up for Auction Due to Accumulated Debts

FOCUS News Agency reports that United Bulgarian Bank, Lakrima's
main creditor, said the company will be sold at a tender for
about BGN4.7 million due to accumulated debts.
The company was declared insolvent on October 1, 2010, FOCUS News
recounts.
According to FOCUS News, 24 Chasa daily said that the tender will
be held on January 21, 2013.
Lakrima is a dairy farm in Pazardzhik.

E-STAR ALTERNATIVE: Shareholders Approve HUF50MM Capital Increase

MTI-Econews reports that shareholders of E-Star Alternative,
which filed for bankruptcy protection in early December,
authorized the company's board at its Extraordinary General
Meeting on Thursday to raise registered capital by HUF50 million
through the public or private placement of a maximum of 5 million
shares over the next five years.
According to MTI-Econews, shareholders rejected a proposal to
authorize the company's board to raise registered capital by
HUF500 million.
E-Star reported on Dec. 28 that the company had current
liabilities of HUF8.01 billion and current assets of HUF5.16
billion on November 30, 2012, MTI-Econews relates. E-Star had
total assets of HUF21.1 billion and total liabilities of
HUF18.69 billion on that date, MTI-Econews discloses.
The company sustained losses of HUF1.78 billion in the first
eleven months of 2012, compared to losses of HUF2.04 billion for
all of 2011, MTI-Econews says.
E-Star is scheduled to hold talks with the company's creditors in
early February, MTI-Econews notes.
E-Star Alternative is a Hungarian energy-services company.

* ICELAND: Creditors of Failed Banks Seek Krona Control Waiver

Omar R. Valdimarsson at Bloomberg News reports that creditors of
Iceland's three biggest failed banks are fighting for a waiver to
krona controls imposed in 2008 amid risks pay-outs will be
delayed beyond 2015.
According to Bloomberg, the winding-up committees of both
Kaupthing Bank hf and Glitnir Bank hf, whose assets total about
US$13.6 billion, are waiting for the central bank to approve
creditor settlement plans, which would allow them to pay out
foreign currency.
Landsbanki Islands hf is seeking a similar accord, Bloomberg
notes.
Policy makers, including Prime Minister Johanna Sigurdardottir,
say it will be hard to exempt the creditors from the controls
placed on the krona, which has trapped as much as US$8 billion in
krona assets from being sold by offshore investors, according to
Arion bank hf estimates, Bloomberg discloses.
The lenders defaulted on IS$85 billion in 2008, causing the
currency to plunge as much as 80% offshore and sending the island
into the worst recession in six decades, Bloomberg recounts.

ARCELORMITTAL: Moody's Maintains 'Ba1' Rating
---------------------------------------------
Moody's Investors Service, has reviewed the ratings of the
Indiana Finance Authority Environmental Improvement Revenue
Refunding Bonds, Series 2005 & Series 2006 (the Bonds) in
connection with the downgrade of ArcelorMittal (the Borrower) to
Ba1 from Baa3 on November 6, 2012. The ratings of Aa1/ VMIG 1 on
the 2005 Bonds and Baa1/ VMIG 3 on the 2006 Bonds are affirmed.
The long term ratings are based on a joint default analysis (JDA)
which reflects Moody's approach to rating jointly supported
transactions. The JDA ratings are based upon the long-term rating
of Rabobank Nederland as provider of the letter of credit
supporting the 2005 Bonds; the long-term rating of Banco Bilbao
Vizcaya Argentaria, S.A. as provider of the letter of credit
supporting the 2006 Bonds; the rating of the Borrower; and the
structure and legal protections of the transactions which provide
for timely debt service payments to investors. The timely payment
of purchase price is reflected in the short-term rating of the
Bonds. The short term ratings are based on the short-term ratings
of the banks.
Rabobank Nederland is currently rated Aa2/P-1 for long-term and
short-term issuer ratings. Banco Bilbao Vizcaya Argentaria, S.A.
is currently rated Baa3/P-3 for long-term and short-term issuer
ratings. Moody's currently maintains a rating of Ba1 on the
Borrower.
Since a loss to investors would occur only if both the Banks
providing the letters of credit and the Borrower default in
payment, Moody's has assigned ratings based upon the joint
probability of default by both parties. In determining the joint
probability of default, Moody's considers the level of default
dependence between the Banks and the Borrower. Moody's has
determined that there is a low level of default dependence
between the Banks and the Borrower. As a result, the joint
probability of default for each Bank and the Borrower results in
a credit risk consistent with a JDA rating of Aa1 for the 2005
Bonds and Baa1 for the 2006 Bonds.
The methodologies used in this rating were Moody's methodology
for Rating U.S. Public Finance Transactions Based on the Credit
Substitution Approach published in August 2009, and Applying
Global Joint Default Analysis to Letter of Credit Backed
Transactions in the U.S. Public Finance Sector published in
October 2010.

SCHEVENINGEN PIER: Declared Bankrupt After No Buyer Found

DutchNews.nl reports that Scheveningen pier has been declared
bankrupt after its owners, hotel and catering family Van der
Valk, failed to find a buyer.
The pier was put up for sale in March but parts of it were closed
to the public in November because it is no longer considered
safe, DutchNews.nl discloses.
The Van der Valks bought the pier in 1991 for the symbolic amount
of one guilder, DutchNews.nl recounts.
According to DutchNews.nl, Rob van der Valk told the Telegraaf,
"We have tried to make the pier a profitable enterprise but the
returns are too thin. We can better invest the millions needed
elsewhere."
DutchNews.nl notes that Nos television said a number of other
companies currently use the pier and it is not clear what will
happen to them.

POLIMEX-MOSTOSTAL: IDA to Buy Up to 33% Stake to Avert Bankruptcy

Helen Wright at Construction Europe reports that the Polish
government's Industrial Development Agency has agreed to buy up
to 33% in beleaguered Polimex-Mostostal as part of a
restructuring agreement intended to help the Polish contractor
avoid bankruptcy.
According to Construction Europe, the IDA said it had agreed to
acquire PLN150 million (EUR36.7 million) worth of shares and
subscription warrants in the contractor, but this could increase
to a maximum of PLN278 million (EUR67.5 million) for the full
33%.
The IDA said its investment would stabilize the situation at
Polimex-Mostostal, which owes a total of PLN2.1 billion (EUR513.7
million) to creditors, Construction Europe, Construction Europe
notes.
Debt-laden Polimex-Mostostal has reported losses and project
overruns on a range of contracts, particularly in its
roadbuilding division, Construction Europe relates.
Polimex-Mostostal also plans to sell non-core assets worth at
least PLN600 million (EUR146.8 million) and cut operating
expenses by at least PLN300 million (EUR73.4 million) by the end
of 2015, Construction Europe discloses.

engineering and construction company that has been on the market
since 1945. The Company is distinguished by a wide range of

* SPAIN: Taps Social Security Reserve Fund Amid Economic Crisis

David Roman at The Wall Street Journal reports that Spain has
been quietly tapping the country's richest piggy bank, the Social
Security Reserve Fund, as a buyer of last resort for Spanish
government bonds, raising questions about the fund's role as
guarantor of future pension payouts.
Now the scarcely noticed borrowing spree, carried out amid a
prolonged economic crisis, is about to end, because there is
little left to take, the Journal notes. At least 90% of the
EUR65 billion (US$85.7 billion) fund has been invested in
increasingly risky Spanish debt and the government has begun
withdrawing cash for emergency payments, the Journal says, citing
official figures.
Although the trend has drawn little public attention or
controversy, it has become a matter of concern for the relatively
few independent financial analysts who study the fund, which is
used to guarantee future payments of pensions, the Journal
states. They say the government will soon have one less recourse
to finance itself as it faces another year of recession and
painful austerity measures to close a big budget deficit, the
Journal says.
That pressure, some analysts said, could force Prime Minister
Mariano Rajoy's government to seek a rescue this year from the
European Union's bailout fund, a politically risky course he
seeks to avoid, according to the Journal.
In addition, there are worries that Social Security reserves for
paying future pensioners are running out much quicker than
expected, the Journal discloses.
In November, the government withdrew EUR4 billion from the
reserve fund to pay pensions, the second time in history it had
withdrawn cash, the Journal relates. The first time was in
September, when it took EUR3 billion to cover unspecified
treasury needs, the Journal recounts.
Together, the emergency withdrawals surpassed the legal annual
limit, so the government temporarily raised the cap.
Spanish officials defend the heavy investment of the Social
Security Reserve Fund in their government's high-risk bonds, the
Journal relates. They say the practice is sustainable as long as
Spain can continue borrowing in financial markets, and they
predict the economy will start to recover late in 2013, easing
the debt crisis, the Journal notes.
But some analysts say Spain will have trouble finding buyers for
the estimated EUR207 billion in debt it plans to issue in 2013,
up from EUR186 billion in 2012, to cover central-government
operations, debt maturities of 17 regional administrations, and
overdue energy bills, according to the Journal.
The percentage of Spanish government debt held by the Social
Security Reserve Fund stood at 55% in 2008, by the end of 2011,
it had risen to 90%, Journal says, citing official figures.
Analysts say the percentage has continued to rise, even as
international agencies have lowered Spain's credit ratings, the
Journal notes.

WEGELIN & CO: To Shut Down After Helping Americans Evade Taxes
--------------------------------------------------------------
BBC News reports that Wegelin & Co. is to close permanently after
pleading guilty in a New York court to helping Americans evade
their taxes.
Wegelin, which was established in 1741, has also agreed to pay
US$57.8 million (GBP36 million; EUR44 million) in fines to US
authorities, BBC discloses. According to BBC, Wegelin said that
once this was completed, it "will cease to operate as a bank".
The bank had admitted to allowing more than 100 American citizens
to hide US$1.2 billion from the Internal Revenue Service for
almost 10 years, BBC discloses.
BBC relates that Otto Bruderer, a managing partner at the bank,
admitted that Wegelin had sheltered US clients from tax between
2002 and 2010, and said it was aware that its conduct had been
"wrong".
Wegelin effectively ceased to function as a Swiss bank almost a
year ago, BBC recounts.
US criminal accusations against three of its executives prompted
the bank to sell off its core Swiss and other non-US businesses
in January 2011, BBC relates.
The rushed sale protected Wegelin's non-US clients from the fall-
out of any legal battle, and reflected fears that few clients
would want to continue doing business with a bank being pursued
by the US anyway, BBC notes.
Wegelin as an institution was then itself indicted by US
authorities in February last year, and later declared a fugitive
from justice when the bank's executives failed to appear in a US
court, BBC recounts.
The bank had vowed to fight the charges, claiming that because it
only had branches in Switzerland, it was bound only by its home
country's relaxed banking laws, BBC discloses.
Its decision to cave in, and wind down its one remaining
business, has made the bank's demise inevitable, BBC states.
According to BBC, it remains to be seen whether US authorities
will continue with, or drop, parallel charges against three
Wegelin bankers, Michael Berlinka, Urs Frei and Roger Keller.
Wegelin & Co. is Switzerland's oldest bank. The bank, based in
the small Swiss town of St Gallen, started in business 35 years
before the US declaration of independence.

AEROSVIT: Default May Prompt Boryspil to Cease Servicing Flights

Kateryna Choursina at Bloomberg News reports that Kiev's Boryspil
International Airport warned Aerosvit that it will cease
servicing the carrier's flights this week if it fails to pay
debts by that time.
According to Bloomberg, Boryspil said on its Web site on Friday
that the airport received a partial advance payment from Aerosvit
for its services in the coming days and guarantees of forthcoming
payment.
The statement said that Aerosvit's outgoing flights from Boryspil
will not have ground service beginning on Jan. 9 if it fails to
pay remaining service fees, Bloomberg notes.
The Kiev regional economic court started bankruptcy procedures
against Aerosvit on Dec. 29, Bloomberg says, citing the Web site
of the national registry for court decisions. Bloomberg relates
that the court's statement on the Web site said Aerosvit has
outstanding debt of UAH4.27 billion (US$520 million) as of
Dec. 27, which it does not dispute. According to Bloomberg, the
court stated that the company's assets are worth UAH1.47 billion
as of Nov. 30.
Aerosvit is a private Ukrainian airline. It was founded in 1994
and by 2012 was operating 80 international routes in 34
countries.

ADMIRAL PUBS: Lloyds Sells Business to Cerberus for GBP200 Mil.

Helia Ebrahimi at the Telegraph reports that Lloyds Banking Group
has crystallized a GBP500 million loss after selling Admiral Pubs
for GBP200 million.
According to the Telegraph, the deal will result in the group
being taken over by American hedge fund Cerberus Capital. Lloyds
owned all of Admiral's GBP150 million of debt and the majority of
the equity, which fetched an extra GBP50 million, the Telegraph
discloses.
Admiral, which has 1,150 pubs across the UK, has been undergoing
a three-year restructuring program led by the bank's turnaround
division, the Telegraph says.
The pub group ran into trouble as the financial crisis compounded
the downturn the industry was undergoing after the smoking ban
was introduced in 2007, the Telegraph relates.
By November 2009, it was unable to cope with the almost GBP1
billion of debt it had accumulated through a 2007 refinancing
with HBOS at the height of the credit bubble, the Telegraph
recounts.
After its merger with HBOS, Lloyds inherited Admiral's loan and
agreed to a debt-for-equity swap that saw the bank make a
provision for a GBP500 million paper loss, the Telegraph notes.
Lloyds also became the controlling shareholder by means of a
complex structure that allowed the lender to retain just under
50% of the equity but dominate the decision-making process, the
Telegraph states.
Admirals Pubs is Britain's sixth-largest pubs group.
LIME TREE: In Administration, Legacy Hotels Takes Over Operations

Caterer and Hotelkeeper reports that management company Legacy
Hotels and Resorts has just been appointed to operate another
hotel in administration, the three-star, 34-bedroom, Best Western
Lime Tree in Northampton.
Legacy's chief executive, Andy Townsend, said that Lime Trees has
a busy diary for 2013 with nearly 100 weddings already booked.
"We expect to run the hotel for around 12 to 18 months before it
will eventually be marketed for sale," according to Caterer and
Hotelkeeper.
The administrator for the Lime Trees hotel is Moore Stephens LLP.
Legacy currently manages 17 hotels, around half of which are
operated on a long-term basis and the remainders are which are in
administration prior to being sold.
ORCHID HOTEL: In Administration, Seeks Buyer
--------------------------------------------
Caterer and Hotelkeeper reports that Orchid hotel is set to be
sold after falling into administration.
Management company Legacy Hotels and Resorts has been appointed
by the administrators, Grant Thornton, to operate the property as
a going concern while property agent Savills prepares to market
it for sale, according to Caterer and Hotelkeeper.
The report notes that the Orchid hotel was previously owned by
Rel Hotels, which continues to operate the nearby 57-bedroom Inn
hotel, although it is currently closed.
Orchid hotel is a 34-bedroom hotel in Bournemouth.
READER'S DIGEST: Better Capital Mulls CVA to Avert Administration

Helia Ebrahimi at The Telegraph reports that Reader's Digest UK
is facing administration less than three years after being
rescued by private equity veteran Jon Moulton.
The company, founded in 1922, has seen the sales of books and CDs
collapse since 2010, leading to a dramatic decline in its main
catalogue business, the Telegraph discloses.
Better Capital, Mr. Moulton's listed private equity firm, is
proposing creditors vote for a company voluntary arrangement
(CVA) in order to stave off administration, the Telegraph says.
According to the Telegraph, the deal would see 95 of 125 staff
lose their jobs. The CVA needs to be voted on by creditors,
including printers and publishers. However, a CVA would allow
Better Capital to rescue the 225,000-circulation magazine
business, which has been more successful, the Telegraph notes.
Nick Sanders, head of portfolio at Better Capital, said that
since Better Capital bought Reader's Digest for GBP14 million,
the firm had invested GBP23 million into the company, the
Telegraph relates.
In 2010, Better Capital bought the UK division out of
administration after its US parent refused to support the GBP120
million pension fund liability, the Telegraph recounts.
The Reader's Digest is a global publisher and direct marketer of
products including magazines, books, recorded music collections
and home videos. Products include Readers Digest magazine, which
is published in 50 editions and 21 languages.
VIRGIN MEGASTORE: To Declare Insolvency at Council Meeting Today

James Boxell at The Financial Times reports that Virgin Megastore
France is planning to declare itself insolvent this week after
canceling the lease on its flagship Champs-Elysees site, one of
the biggest retail operations on the famous Paris shopping
street.
The private equity-owned Virgin Megastore France, which employs
about 1,000 people in the country, has been lossmaking for
several years as shoppers have opted in increasing numbers to buy
their music and films online, the FT relates.
Like other chains, such as the UK's HMV and France's Fnac, it is
struggling to afford the rents in its shops and has also suffered
a recent steep decline in book sales, the FT discloses.
According to the FT, Virgin Megastore France said it would hold a
works council meeting on today, Jan. 7, to declare its insolvency
officially and discuss last-ditch measures to avoid closure. The
process involves filing to suspend payments, the first step
towards a court-ordered company restructuring in France, the FT
notes.
The company had sales of EUR286 million in 2011, while its net
debt is about EUR22 million, the FT discloses.
It closed several shops last year and cut staff, while a new
management team appointed in the summer said it would take
another two years to restructure the business by reducing retail
space and beefing up its internet presence, the FT recounts.
But the decision in December to end the lease on the Champs-
Elysees site, which contributes 20% of sales, was a sign of its
difficulties, the FT says.
Virgin Megastore France is the owner of France's chain of 26
Virgin Megastores.
WICKHAM VINEYARD: In Administration, Files for Bankruptcy

Richard Woodard at Decanter.com reports that Wickham Vineyard has
gone into administration, according to local press reports.
Wickham Vineyard filed for bankruptcy just before Christmas, with
the loss of more than 20 jobs, although it is understood that
allied businesses The Vineyard restaurant and WineShareare
continuing to trade, according to Decanter.com.
Decanter.com notes that Southern Daily Echo suggested that
Wickham had gone out of business thanks to problems with sister
business Wine Shak, a retail chain rescued from the Threshers
collapse, but which went into voluntary liquidation in November.
However, the report relates that there were also thought to be
problems with trading over the past year, plus a lack of fresh
investment.
The future of the Wickham winery facilities and vineyard is as
yet unclear, the report says.
Neither Wickham nor insolvency practitioner Benedict Mackenzie --
the business' administrator -- commented on the reports,
Decanter.com adds.
Wickham Vineyard is an English winery. It was established in
Hampshire in 1984.

for bond issues that reportedly trade well below par. Prices are
obtained by TCR editors from a variety of outside sources during
the prior week we think are reliable. Those sources may not,
however, be complete or accurate. The Monday Bond Pricing table
is compiled on the Friday prior to publication. Prices reported
are not intended to reflect actual trades. Prices for actual
trades are probably different. Our objective is to share
information, not make markets in publicly traded securities.

like the definitive compilation of stocks that are ideal to sell
short. Don't be fooled. Assets, for example, reported at
historical cost net of depreciation may understate the true value
of a firm's assets. A company may establish reserves on its
balance sheet for liabilities that may never materialize. The
prices at which equity securities trade in public market are
determined by more than a balance sheet solvency test.
